Hydramatic shift points

I have been having trouble with the 1st gear shifting in my '54 Hydramatic.  It tends to shift out of first too quickly and then bog sometimes in second, especially going up hills.  It then does not downshift to first from second until I am only very close to a stop. Has anyone else had this problem?
